Green Advantage professional training offered

Florida News - Pinellas County logoPinellas County Extension, in partnership with the University of Florida’s Program for Resource Efficient Communities, will offer Green Advantage professional training on Thursday, Feb. 23, from 8:30 a.m. to 5 p.m. at Pinellas County Extension.

The eight-hour course will provide professionals with an overview of key provisions in the Florida Building Code that affect building performance, introduce the concept of building as a system and examine environmental building failures, resulting from design and construction techniques.

 Participants will receive an overview of green building certification standards adopted by the U.S. Department of Energy, U.S. Green Building Council, National Association of Home Builders and the Florida Green Building Coalition.

City of Naples Seeks to Fill Vacancies on Boards and Committees

The City of Naples is seeking qualified candidates to fill vacancies for the following committies, advisory and review member boards.

Ad Hoc Efficiency Committee   5 member committee charged with the task of making recommendations to the City Council that may improve the efficiency of City operations. Members to have demonstrated experience in: 1) working with organizations similar in size or greater than the City of Naples; 2) reorganization initiatives to improve productivity and performance; 3) evaluations for efficiency and effectiveness; 4) outsourcing of services; and/or 5) effective delivery of local government services and enterprise operations. Committee to sunset in one year. Meets monthly.

Citizens Police Review Board  (4 vacancies)  9-member body. Provides impartial forum to review closed departmental investigations of complaints against police officers made by citizens. Vacancy is for residents of Patrol Sector 1 (Port Royal and Aqualane Shores), Patrol Sector 3 (Royal Harbor and area surrounding Naples Airport), Patrol Sector 4 (Lake Park and Bears Paw) and one at-large seat. Sector map available upon request. Meets quarterly on 3rd Fri. at 9:00 a.m. Terms 3 years.

Code Enforcement Board (1 vacancy)   Quasi-judicial body of 7 members and 2 alternates. Hears and decides alleged violations of any codes and ordinances for which there is no criminal penalty, and may impose fines for violations and record liens for non-payment of fines. Whenever possible, board is to contain an architect, businessperson, realtor, engineer, general contractor and sub-contractor. Terms 3 years. Meets 4th Thurs. at 2:00 p.m.

Collier County Contractors Licensing Board   (1 City representative)  9-member board which determines the qualifications for Contractor Certificates of Competency and holds related disciplinary hearings. The vacancy is for a contractor. Appointment will be made by the Collier County Commission. Meets 3rd Weds. at 9:00 a.m. in the County Commission Chamber.

Community Redevelopment Agency Advisory Board (2 vacancies)   7-member board which advises the Community Redevelopment Agency by providing public input and technical advice on land use, economic and other issues within the City’s redevelopment district, and reviews certain petitions within the district. Whenever possible CRAAB shall contain business owners, property owners, or residents of the following: 2 from the Fifth Avenue South Special Overlay District; 2 from the “D” Downtown District; 2 from the Community Redevelopment Area, and 1 from an undesignated area. Terms 2 years. Meets 4th Monday at 9:00 a.m.

East Naples Bay Citizens Advisory Committee (2 vacancies)   This committee is charged with the responsibility of making recommendations to the City Council on a variety of issues within this canal maintenance district such as maintenance dredging, canal cleanup, and maintenance of private aids to navigation. Terms 3 years. Monthly as called.

Metropolitan Planning Organization (MPO) Citizens Advisory Committee (CAC) (1 City representative) Reviews and provides comments on transportation planning issues and needs of Collier County, assists the MPO in the formulation of goals and objectives for improving urbanized area transportation systems, and assists in other functions as requested by the MPO. Nominations for CAC members are recommended by the corresponding MPO Board member representing the City of Naples for ratification by the MPO Board. The CAC meets on the last Mon. at 3 p.m. at the MPO Offices, located at 2885 S. Horseshoe Drive, Naples.

Moorings Bay Citizens Advisory Committee (1 vacancy) 5-member committee charged with making recommendations to the City Council on a variety of issues within this canal maintenance district such as maintenance dredging of canals and waterways, including Doctors Pass, as well as maintenance of aids to navigation. Terms 3 years. Meets monthly as called.

Pension System Boards of Trustees (1 vacancy)   Duties include administering the pension plans for various employee groups including approval of retirements, plan revisions, and investment monitoring. Each board meets quarterly, both in individual and joint session.

Public Art Advisory Committee (1 vacancy)   7-member body dealing with acquisition, donation and loan of public artwork. Terms 4 years. Meets 4th Tues. at 3:00 p.m.

Public School Concurrency Program Citizen Advisory Group (CAG) (1 City representative)  Responsible for monitoring the effectiveness of school concurrency between the District School Board and other local jurisdictions. School concurrency assesses the impacts of new residential development on school enrollments and provides methods for mitigating those impacts, when necessary. Counties to offer emergency energy assistance for seniors

Senior citizens may be eligible for $600 to help pay power bills through the Emergency Energy Assistance Program.

To receive assistance, county residents who are age 60 or older must have a crisis with a delinquent notice from the utility company or a notice that power has been shut off. They may also qualify for a voucher for heaters and blankets. In hot weather, they may qualify to receive repairs to a cooling unit or a voucher for a fan.

Funded by the Area Agency on Aging of Pasco/Pinellas Inc., the program enables eligible seniors to receive help up to twice a year during each high-demand season. Pinellas County Health and Human Services staff members screen applicants to determine if they meet income limits: 150 percent of the Federal Poverty Guidelines, a limit of $16,355 a year on a household of one. For two people, the income limit is $22,065. There is an addition of $5,730 for each additional household member.

A new home for the New Year

Pinellas County may be able to make it easier and more affordable for 2012 to be the year to buy a new home. A program is available to buyers who have never owned a home, have not owned a home in the last three years or are veterans.

The rate for the Home Key 1st Mortgage is currently at 3.75 percent - an all-time low - and is available to first-time homebuyers in Pinellas, Pasco and Polk counties.

Another program, the Home Key Plus 2nd Mortgage, helps with down payment and closing costs. This program is also available in Pinellas, Pasco and Polk counties for qualified buyers. Pinellas County also has down payment assistance for buyers who are not first-time homebuyers. Certain area and income eligibility requirements apply.

To qualify for these programs, buyers must have a minimum credit score of 620, and are required to take a homebuyer education class.

“There is a great variety of homes available and prices are lower than we’ve seen in a long time,” said Anthony M. Jones, executive director of the Housing Finance Authority. “The low-interest rate, along with down payment and closing cost assistance, provides citizens with increased opportunities to become homeowners.”
